There is a specific moment that most innovation leaders in large enterprises have experienced. It usually happens in a budget review, a strategy session, or a conversation with a sceptical CFO. The moment has a recognisable shape: someone asks, politely but directly, what the return on innovation investment has actually been.
The innovation leader presents the numbers they have: ideas submitted, workshops held, pilots launched, programme participation rates, engagement scores, satisfaction metrics. The numbers are good. Activity is strong. The chart trends upward.
And the question comes back, more precisely this time: yes, but what operational value did this produce?
The silence that follows is not a failure of the innovation leader. It is a symptom of a measurement gap that most enterprises have never explicitly acknowledged. The metrics available to innovation functions are designed to count activity. The question being asked is about movement. These are different things — and until the distinction is made visible, the conversation cannot be answered honestly.
The Bridgium research, based on 28 in-depth interviews with innovation leaders across Nordic and European enterprises, examined this measurement gap across industries and organisational contexts. The pattern was remarkably consistent: innovation managers know something is happening that their metrics cannot capture, and they know their metrics are producing numbers that do not reflect the real value of the work.
What Standard Innovation Metrics Actually Measure
Most enterprise innovation programmes track a consistent set of metrics. Understanding what each one measures — and what it does not — is the first step in seeing the gap.

The Structural Reason Standard Metrics Fail
The Bridgium framework explains why these metrics produce the measurement gap. Innovation is not a single event. It is a flow — a process of movement through three stages, each with its own logic, its own risks, and its own conditions. Metrics that count events at one point in the pipeline cannot capture whether the pipeline itself is functioning.
Consider an analogy. If you wanted to measure whether water was flowing through a pipe system, you could count how much water entered at the source. That would tell you something about input but nothing about movement. If the pipe is broken in the middle, the water does not reach the destination — but your input metric would still look healthy. The correct measurement would track water at the destination, or better, track how much water makes it through each segment of the system.
Innovation measurement faces the same logic. Counting ideas at the input stage is like counting water at the source. It does not tell you whether the flow is actually happening — only that something is entering the system.
The Bridgium framework identifies three transitions where movement either happens or breaks, and a flow-based measurement approach tracks these transitions directly.
What Flow Metrics Look Like in Practice
Flow metrics are less familiar than standard innovation KPIs, but they are not more complex. In most cases, they require fewer data points, not more — because they measure specific transitions rather than general activity.

Each of these metrics can be estimated even without sophisticated tracking systems. The most important first step is not building a measurement infrastructure. It is making the distinction between activity metrics and flow metrics explicit, so that the conversation about innovation value can shift from one to the other.
Why the Measurement Problem Matters for Innovation Managers
- It makes budget defence structurally difficult. When standard metrics produce numbers that do not reflect real value, innovation functions become politically vulnerable during budget reviews. Leaders who know their work is producing value cannot prove it using the metrics available to them — so they lose budget arguments they should be winning.
- It distorts the work itself. Functions are shaped by what gets measured. When innovation is measured by idea count and workshop volume, innovation teams optimise for generating ideas and running workshops — even when they know that the real bottleneck is elsewhere in the flow.
- It produces misdiagnosis at leadership level. When the metrics show high activity and leadership asks “why isn’t innovation working?”, the conversation defaults to cultural or motivational explanations. The real answer — that the flow is broken at a specific structural transition — is not visible in the data.
- It creates false confidence and false despair in parallel. Organisations with strong activity metrics often believe their innovation function is healthy when the flow is actually broken. Organisations with weak activity metrics often conclude that their innovation function is failing when the activity itself is not the problem.
What Changes When Measurement Shifts to Flow
When an innovation function begins measuring transitions rather than events, several things change at once.
The conversation with leadership becomes more honest. Instead of defending activity numbers that do not reflect value, the innovation leader can show specifically where movement is happening and where it is not — and point toward the structural interventions that would address the bottleneck. This is a different kind of conversation because it is diagnostic rather than defensive.
The investment logic becomes clearer. Instead of spreading resources across the entire innovation function in the hope that something will work, the organisation can target investment at the specific transition that is breaking. If the bottleneck is at Stage 2 stabilisation, building another idea platform will not help — but protected sensemaking spaces and follow-up loops will.
The relationship between the innovation function and business units becomes more productive. When both sides can see flow metrics that reveal where ideas stop moving, the conversation is no longer about blame but about shared responsibility for specific transitions.
And the innovation leader’s role becomes more defensible. When the function can demonstrate that specific interventions produced specific flow improvements, the value of the work is visible in terms that leadership can recognise. The measurement problem becomes solvable.
Conclusion
Most innovation managers know that their standard metrics do not capture the real value of their work. Most leadership teams know that activity numbers are not the same as outcomes. But the conversation rarely reaches the distinction that would make the problem solvable: activity metrics measure events, while innovation outcomes depend on movement across transitions.
